RALEIGH, N.C. — Several environmental groups, including the Sierra Club, want the state Utilities Commission to give them until Thursday to file papers in Duke Energy's and Progress Energy's proposed merger.

The request came as regulators in North Carolina and South Carolina approved an agreement in which the two utilities promised to hold down rate increases and share merger savings with their customers.

The Southern Environmental Law Center filed the request on behalf of the Sierra Club, the Environmental Defense Fund, the South Carolina Coastal Conservation League and the Southern Alliance for Clean Energy.
