The Biden administration issued final rules Wednesday to require airlines to issue cash refunds for things like delayed flights automatically and to disclose better fees for baggage or canceling a reservation. The new rules will take effect over the next two years.

<b>AUTRYVILLE, N.C.</b> — Sampson County police were searching Saturday for a missing 28-year-old man who is believed to be suffering from dementia or some other cognitive impairment. 

The North Carolina Center for Missing Persons issued a Silver Alert for Matthew Stephen Welch about 10:25 p.m. after he went missing 3298 Maxwell Road in Autryville. 

Welch is white, stands about 5 feet 8 inches tall and weighs about 174 pounds. He has brown hair and brown eyes. 

Anyone with information about Matthew Stephen Welch should call Sampson County Sheriffs Office at 910-592-4141.
