— A woman was charged with felony hit-and-run after a bicyclist was struck in Southern Pines, police said.

Officers were dispatched to a call of a bicyclist struck on U.S. Highway 1, near Henson Street, at about 2:30 a.m. Wednesday. The bicyclist was transported by ambulance to First Health-Moore Regional Hospital and then to UNC Hospitals in Chapel Hill.

Moises Cortes Garcia, 41, of Southern Pines, was pronounced dead at 7:30 a.m., police said.

Officers later received information that led to the identification of a suspect vehicle and driver. They arrested Tracye Skipper Abrams, 30, of Foxfire, and charged her with felony hit-and-run. She was released from jail on a $5,000 unsecured bond.

Police said they haven't determined whether alcohol or speed were factors in the wreck, which remains under investigation.

Anyone with information about the case is asked to call the Southern Pines Police Department at 910-692-2732.

Huh? The Skipper essentially kills somebody, then gets out on a measly $5k bond!? Who set that bail? Gilligan?
