Arrest made in Southern Pines hit-and-run

Southern Pines, N.C. — A woman was charged with felony hit-and-run after a bicyclist was struck in Southern Pines, police said.
Officers were dispatched to a call of a bicyclist struck on U.S. Highway 1, near Henson Street, at about 2:30 a.m. Wednesday. The bicyclist was transported by ambulance to First Health-Moore Regional Hospital and then to UNC Hospitals in Chapel Hill.
Moises Cortes Garcia, 41, of Southern Pines, was pronounced dead at 7:30 a.m., police said.
Officers later received information that led to the identification of a suspect vehicle and driver. They arrested Tracye Skipper Abrams, 30, of Foxfire, and charged her with felony hit-and-run. She was released from jail on a $5,000 unsecured bond.
Police said they haven't determined whether alcohol or speed were factors in the wreck, which remains under investigation.
