Almost 80 sheep were seized from a residence near downtown in March, and 30 of the animals had to be euthanized because they were so ill.

The ordinance, which goes into effect June 1, has been refined prohibit owning large livestock as pets. Chickens, ducks and rabbits  would still be allowed under the new rules.

Apex officials also said they would review other cases individually.
