Before the vote, Palestinian Authority President Yasser Arafat, addresses the council, saying he recognizes the state of Israel and its "right to live peacefully" alongside an independent Palestinian state.

July 17, 2004 - Qorei resigns as prime minister, but President Yasser Arafat urges Qorei to stay in his post.
