A look at the House Education Committee votes on TOPS bills

— The House Education Committee stalled a bill that would favor higher-performing and poorer students if the TOPS college tuition program isn't fully funded. But the panel approved a proposal that would boost the grade point average required for future high school students to be eligible for TOPS awards.

A look at Wednesday's vote on the first bill by Rep. Gary Carter, D-New Orleans, which was stalled:
