FAYETTEVILLE, N.C. — Every room in Denise Tucker’s home has blinds that were ordered through Letitia Libby, owner of the Fayetteville business Blinds Plus.

“She came out. She did the measurements. She sent her people out, and they put them up and I love them,” Tucker said.

So when Tucker decided to order drapes in February, she called Libby.

“They were going to come down on the side, long, to touch the floor. Oh gosh, they were gorgeous,” Tucker said.

Tucker paid half of the $4,800 total to Libby. Delivery was expected in April, but the drapes did not arrive.

“I start calling her and calling her and calling her. She never called me back,” Tucker said.

After Tucker left a message threatening legal action, Libby returned her call.

“She promised me again that she was going to do something about it. Nothing ever happened,” Tucker said.

In July, Tucker said Libby agreed to refund her money. At the end of July, Tucker said, she called Libby, only to be told she was with a customer and would call her back. Tucker said Libby never called back.

Then Tucker contacted 5 on Your Side.

When 5 on Your Side spoke with Libby, she apologized and blamed the hold-up on her seamstress, who she said became ill.

Libby promised to refund the money to Tucker, who received the it the following night.

Tucker doesn't understand why it took so long. She said she is just glad to get her $2,400 back so that she can find someone else to make her drapes.

The Better Business Bureau has nine complaints against Libby’s company.

Libby told 5 on Your Side that she has a problem with procrastination, and ultimately, that’s what most of the complaints against her involve. Libby said she took care of all of the nine people who complained to the Better Business Bureau. She has been in business for 17 years.
