It could be the "check valve" is wore out on the pump. It seems others (in the article) were having similar experiences to yours and that is what was causing the problem.

I did a quick search for fuel pump regulations and my findings reveal that all of NC pumps are regulated by 1 man...this must be incorrect. I don't have much time to devote to this, but I'll see what I can find out later this week.

I'm pretty sure they check the calibrations on the pumps pretty regularly and there's huge fines if the inspectors catch them off.
If you really think the pumps are off take a gallon jug to a pump you think is correct, put exactly 1 gallon of gas in the jug. Mark the jug with a marker then put the gas in your gas tank. Then go to the suspect pump and put exactly 1 gallon of gas in it. Compare it to the line from the previous gallon. If it's 10-15% less, it should be noticeable.
