In my experience, it should double and you will have overage that can be applied to whatever (you don't have to buy a third candy bar).
I believe the way the system works is it looks at the regular price and will double up to that amount. Although I'm unsure as to how it would respond in a "Price Drop" type sale.
In my experience:
Example 1: Item's reg price is $1 - a .75 coupon will scan then only "double" .25 more. But if you buy 2 items, the coupon will double full amount.
Example 2: Item's reg price is $2, on sale for $1 - a .75 coupon will scan and double full amount. (giving .50 overage)
However, (again in my experience) during super doubles the system looks at the actual selling price. So it doesn't matter if the item is on sale or not. In that case you can and would have to buy a third candy bar to get your full coupon value.
